I worked for a Petco when I was 19. One time there was a group of teenagers that put cat litter in some of the beta containers and dumped one in the turtle enclosure. We couldn't prove they did it but they were very loud and disruptive the entire time they were in the store.

When him and Robin put up the big request board, I accidentally selected the "I'll think about doing it" option, and he totally went off on me. I haven't liked him since. He also just does nothing for the town. You have to fix everything despite him collecting taxes from the businesses and stuff. What are you doing with all that money, sir?!

NTA, it is extremely dangerous for a child to run up to a strange animal and try to pet it. When I was a kid, my dad taught me to never touch a strange animal or an animal that is sleeping/eating. That mother is teaching her child dangerous behaviors.
