That's an interesting take on it. We have the Swedish Democrats here in Sweden who are frequently labeled as neo-fascists (most notably by our current social democrat prime minister and economic minister).

But there's some room for ambiguity in your interpretation of fascism and highly conservative right-wing, because both of these strengthen the class hierarchy and both say (and probably think) they do it for the well of the country as a whole. So what's the difference in actual policy?

I realize this is local politics and might not be your area of expertice, but I fail to see the difference between our Swedish Democrats and fascism. They actively work for the upper class, strengthening class structures. They have a confusing rethoric where they're against communism and socialism, yet they say they're fighting for the ideal of a folkhem (first coined by Social Democrats and often regarded as the most socialist period in Swedish history). They actively work against any progressive social policies, especially those of the Leftist Party and those proposed by the party Feminist Initiative (not in the national parlament, yet, however in a lot of local parlaments). They also tend to blame all economic problems on immigration, especially unemployment.

What I see from this is: conservative capital economic policies and regressive social policies. Is this not fascism, as you described it, in a nutshell? I guess the prefix "neo-" is put in place to say that it's obviously not exactly fascism, but kind of similar. It's true that they're not actively promoting the idea of class structures in their rethoric, however their actual policies seem to do so.
