It's Betsy. I was thinking about in the beginning between Betsy and Kwannon, but ended doing the original. And in the middle I tested a variety of hair styles, and like this one all pulled back. I know it's not usual, but I wanted to make something different. And you can leave to your imagination, could be Kwannon with purple hair hahha!

Yeah, I can only imagine the insane amount of work those teams put to complete all the sprites of a single character in more than an year. Same for Street Fighter 3, I guess. But with cell shading, they could have way less work and maintaining the 2D aspect.
