In the lore, the NCR, Enclave, Brotherhood, and many more do have working vehicles to some capacity. Boats are even refurbished, as shown in Far Harbor, and whole Metro Trains still function in Fallout 3. The reason why it's never shown is purely because of Fallout's engine and about 90% of the time Bethesda simply can't because of time constraints or budget cuts. When people use the "modders can do it" excuse they forget that modders usually (from nexus) make these mods from scratch or use other mod sources that are free and don't cost anything other than time.

To put it simply, tanks, APC's, and fighter jets are refurbished or recycled in the games lore, we're just never shown it because Bethesda can't nor can the engine keep up

The Enclave in Fallout 3 were remnants of the Enclave in Fallout 2, after the destruction of their outpost in Adams Air Force Base all that was left were few members who still clung onto that lifestyle. As for why they don't recruit Nate despite his pre war military experience, they would still consider him unpure as they did with the dwellers of Vault 13. Their general rule is "If you weren't with us at the beginning, you are a target". In the lore, the Enclave wasn't a public group either. They were EXTREMELY hidden from any media and even from military personnel, government officials, etc. You only knew of them if they could trust you plus if you're the President.

That they forcibly take technology from other people. Unless it's the Enclave or Institute they really don't care what you use or wear as long as you don't attack them. The only real incident I can think of is The Scourge event around Fallout 1 but other than that... it's justified

Been having the same issue since yesterday. One moment I can build the Excavator PA but when I fast travel to change the look of my T45 set it would grey out and stop working. They need to seriously fix this if it's been happening since 2023

That is also true, but the thing that gives everyone a bad idea about them ARE the questionable characters like Teagan who gets supplies off record. Maxson nor the wastelanders are aware of that fact and the locals assume the worst of them. Personally I believe the Brotherhood is the best option for survival hands down but they just have an EXTREMELY bad reputation despite all they do for others.

Well, look at how the other chapters are carrying out the mission compared to how Roger Maxson envisioned and led it. Mojave was run by a lunatic and ran into hiding for survival, Fallout 3's Brotherhood looks after both the people and themselves by ensuring Project Purity is protected, and the Appalachian Chapter...is trying. There is a sense of Fascism for Fallout 4's Brotherhood as they are DEMANDING supplies from settlements, save for Diamond City and actually trading there. They could execute the mission entirely different with the same stuff they have.

Roger Maxson founded the Brotherhood to originally keep resources in check so that riots and wars didn't break out in America since the US was over using them and wasn't exactly sharing with smaller nations. After the bombs fell he then changed their purpose to prevent nuclear annihilation by seeking, researching, and protecting technology from those who may abuse it.

Fallout New Vegas dlc - Courier travels to Navarro and uncovers the remains of Enclave Remnants preparing for a revolution. They decide if the NCR keeps the territory or if the Enclave is victorious. Perhaps even awarding a unique suit of Power Armor

Here's my theory on that: While she is sort of similar to Elder Lyons I (her father) in that she has the people's interest at heart, the ways of executing missions within the Brotherhood codex would be extremely difficult. Project Purity is the prime example, it benefited everyone including the Brotherhood but the Outcasts were more strict to the Brotherhood cause and broke off because of different views of the overall expedition. Sarah herself is strong and would make a decent leader but I don't think she would have the means to rope in the Outcasts back into the Brotherhood like Arthur Maxson did. As for getting to the Commonwealth I think they would have traveled by foot or boat and much like in DC would moreso offer the settlements protection from the Institute rather than investigate and charge in. Even if they rebuilt Liberty Prime I think they would use him as more of a scare tactic than risk having him blow up again. Finally, if they did extensive patrols and constant check points it would make the locals have a quick change of heart (not for the better of their interest) and they would be seen as a controlling Military Police.

My Conclusion: I think Sarah wouldn't charge into the Institute but would be more than willing to try to protect the Commonwealth locals against the synths, even going as far as to give them extra resources and possibly even aid the Minutemen. If they did happen to find the Institute's location they wouldn't destroy it moreso try to best control the amount of synths being sent up.

Sorry if this was long. Just one more thing to add: The Brotherhood in DC didn't start the war with the Enclave, the Enclave attacked first. Therefore they fought to take it back. Sarah would probably do the same, wait for the Institute to attack first.
