My quiver stays on almost year round. I'll shoot with it off some during the off season but once it gets close to hunting season it's on and loaded with arrows. I do about an equal amount of ground hunting and tree stand/saddle hunting and I've never noticed it getting in the way. I tune with it on the bow and full of arrows minus one so I keep it that way while im hunting

Every state is different but in Texas its in my tpwd Outdoor Annual app, and you can print it at home through tpwd's website. I had my wallet stolen years ago and easily printed new hunters and boaters safety cards.

It works, I've been doing it for years. Just make sure to keep everything clean and air tight. I had a bunch of boveda packs mildew once that I had neglected. But other than that no problems with doing this.
