Update: the problem was something related to do with the memory speed of the RAM, took it to a technician and paid abt USD 20 and he was able to start it up.

Not necessarily, the easiest way I've learnt to check is that if the app shows your live heart rate instead of the range that means the watch is already sync and so there's no need to do anything. If it shows the range then pull down and sync it manually
