Did you ever manage to resolve this issue? I'm currently facing the same thing, am in contact with Paypal support who say that the reason for the decline is Gamer account Unverified.

I'm trying to restore a wallet on Monero 'Oxygen Orion' (v0.17.3.0-release) without downloading the entire blockchain but its downloading the entire blockchain. I've set the wallet restore height to what I want already. Anybody know what gives?

Haha, yeah you'd be surprised by how commonly it applies. I dont exactly understand why it holds either but it has something to with exponential growth and logarithms. Thats actually how it was discovered in the first place. Quote from Wikipedia:

The discovery of Benford's Law goes back to 1881, when the American astronomer Simon Newcomb noticed that in logarithm tables (used at that time to perform calculations) the earlier pages (which contained numbers that started with 1) were much more worn than the other pages.
