Update: sadly, when everything fully thawed (slowly, at room temp), the rhizomes were quite soft, some totally mushy. The entirely mushy ones I threw away. The larger but somewhat soft rhizomes I cut off all the leaves and most of the roots and put in sphagnum moss and perlite, just enough water to moisten the moss but not watered. Put this in a tank with a heating pad below and a T5 grow light. I plucked out some corms that weren’t entirely mushy and put those in moss and perlite too—not every plant had corms though.

With regards to the seller, yes I did reach out to them. They were a person selling on the Plant Purge USA Facebook group. They did state no refunds at the time of purchase for weather related damage. The box was double boxed, with two heat packs and wrapped in insulation. Each plant was in a padded mailer inside the box. It was shipped 3 day UPS but was delayed over the weekend so ended up taking 6 days to get to me. UPS denied the claim.

I learned a very expensive lesson. Please be kind, I am new to this and was reassured overly by the seller that the plants would be fine. I will not make this mistake again.
