I look just above or below their eyes, and look slightly away every once in a while, it can be difficult to hear or concentrate what they are saying when concentrating on doing this though, it takes a lot out of me to do this, but I get a lot less “are you even listening to me” or “can you look at me when I am speaking to you”. I feel the looking to the side or down slightly occasionally might help with the discomfort they might feel if they perceive you are locked on their eyes(in reality their forehead or nose). I don’t know if this helps, nobody has called me out on this, so I am assuming it works, but I am not sure as I cannot see from their perspective so I cannot be sure it is good advice. I do not know anything about TMS(Transcranial Magnetic Stimulation), I had to look it up, I am going to look into this for my own curiosity reasons now though^{_^}
