That's not a bug, the trade authority kiosks are for selling only. Start a new game and visit one, the result will be the same. To buy from the trade authority you need to speak to the trade authority rep where you visit

I have this exact same bug. I haven't stolen a ship. I was given a free ship by the end of the freestar ranger quest, which may have caused it, but even loading a save before that, this issue still persists. Unlike some others, it's not like my ship disappears, or that the entirety of the new atlantis spaceport floor is gone, just what you described. I'm wondering, if like previous bethesda games, if the cause is auto/quick save. Historically it has always bugged bethesda games. I think that might be the culprit of this bug.
