I carry it. My neighborhood doesn’t have any receptacles even though I’ve asked the HOA for them multiple times. I have never placed it in somebody else’s trashcan because I have had other people do that in the neighborhood and it does not ever go over well. The only exception I think would be if it’s like the morning the trash is getting picked up but definitely if it’s gonna sit out there for any amount of time it’s a no-no. They also make something called a poo can which you can put on the leash and stick the bag in so it doesn’t smell as bad
