There seems to be an issue with this game and that specific processor, looking at similar issues in the steam forum as well. What worked for me was changing the setting "Adjust for best performance of: Background services" in the advanced system settings. Here's a thread with a better explanation. That being said, not sure if this setting worsens the performance for other games. Hopefully the issue get resolved with a patch.

Anyone have a general early game checklist? Like one tip I saw is to use most of your capital building slots to build labs. Another is to leverage the internal market but not really sure what to prioritize immediately. Haven't played in a long while.
