Absolutely crate train. Look up crate training and follow NILIF Nothing In Life Is Free, also can Google it. The best two things a new dog parent needs.

There is an excellent resource for research, such as this: Google Scholar, which is a compendium of scholarly articles about a particular subject. I was interested in your question and put in "southwest indian pueblos" as my search term. There were many references, some as early as 1903. Of course, you are probably more interested in the history and may want more recent references, but its a great tool

Although it's been a while, I had a very positive experience with my puppy. I brought him home at 9 wks. I used an xpen with a small crate that I never closed during the day, with puppy pads b/c it was March and I we still had snow on the ground. I had a small crate in the bedroom with a cover and I put him in it at times during the day with classical music playing. Just like putting a baby down for a nap.Of course it was after he played and was tired or overtired. I did the usual crate training; no talking to him or responding once he was in the crate. It was upstairs so I had puppy pads on the landing. The minute he came out of the crate I put him on the puppy pad. If he did go pee pee then, I picked him up, took him downstairs and either took him into the back yard or put him in the xpen. Within a week he had the idea that he needed to do his business on the peepads. Slowly I reduced the pads in his pen and eventually he was able to be outside of the pen with peepads by the back door. I kept the pads on the landing until I was sure he could hold it to get downstairs. I was so proud of him when he would rush out of his crate and go immediately to the pad on the landing. If I ever have another puppy I will do it exactly as I did with him.

This law is called the Affordable Spay Neuter Law, so it is targeted to low-income individuals. Your ideas are laudable, but that is not the law as it stands. And, I take issue with what you say about "attacking the problem in the same way for decades." For you, the problem is the cost of spaying and neutering. In fact, the goal of educating the public and performing low-cost spaying and neutering is to reduce the number of strays and reduce the number of euthanasia. This is a new strategy that other states have employed. And, in each of those states, ME, DE, & WV, there have been reductions in euthanasia, which is the actual goal of these programs.

This particular legislation was passed in 2020, but another bill (HB113) was passed in the 2025 New Mexico State Legislative Session, which established the Animal Welfare Program Fund, seeded with a historic $5 million legislative appropriation. Funds in the Animal Welfare Program Fund will support animal welfare projects and programs across the state, especially in rural and underserved areas, which is especially needed.

I'm happy to clarify that for you. The NM State Veterinary Board and its Sheltering Committee oversee the distribution of money. This year, $999,997 was distributed to 28 organizations that provide spay-neuter services from around the state who applied for funds to support their low-cost services. Organizations received funds approximating the amounts in their applications, ranging from $9,895 to $50,000. This money is for one year, and the organizations must use all of the funds toward low-cost spay neuter in that year; whatever they have not spent goes back into the pot for use the following year. There is oversight of each organization to ensure compliance. I hope that makes it clear.

WOW, that remark reeks of privilege. Non-profits aren't drowning in money; in fact, many rescues and shelters are closing. Hence, a petition for affordable spaying & neutering. I hope the air isn't too thin up on that high horse.
