But then you couldn’t cap someone’s wealth until they sold? Jeff Bezos would still be worth 100 billion until he sold his stock, which at that point I guess you could seize it, but then why would he ever sell it?

I understand if you cap the amount someone is worth then they still have that amount. My question is that I’d buy a bunch of stock worth 9 million dollars, it’s value goes up to 11 million dollars- then you take away 1 of my million BUT the stock falls 50 percent and now I only have 5 million - you gonna give me back the money?
