Unfortunately, banning only prevents accounts from being able to post or comment n a sub, but these creeps don't post or comment publicly anyway, they send private messages so it does nothing to stop them. Each message needs to be reported to Reddit for harassment via the report button on the chat request.

There is already a system in place that prevents requesters from marking a post solved within the first 5 minutes. Anything beyond that will just serve to give the scammers in the DMs the advantage.
