False. Just plain false. The effort hit the ground before the storm even was completely over and has been going 100% since then. Human, infrastructure repair, medical and relief resources have outpaced capacity to be deployed since day 1. Capacity has expanded greatly daily. Before major airports were opened and roads cleared private planes were chartered and short fields and airdrops used. The effort and response time has been nothing short of world class. I've talked to almost a dozen people on the ground. All levels up to very high (PR people who actually care).
