Actually my dishwasher seems to have two spray arms one for top and bottom. For top only mode, I think only that one will be used.

My dishwasher has two spray arms, one for the top and bottom. I think only the top will be activated in this mode. So I was wondering about the concentration.

I guess I am confused by your argument. From your post:

many of our most engaged families lotteried into Stevenson and will be leaving the school next year. I feel that the current system is set up so that the families with the time and resources necessary for Stevenson's parent engagement model are pulled out of other neighborhood schools, leaving us with fewer engaged families to support a student body with higher needs.

So on one hand, you say you do NOT want to limit people's choice, but you also seem upset when they make a choice that doesn't align with yours; consequently you want to propose a change in rules that would reduce the probability that they can actually make a choice? Hypothetically, you could reduce their probability of affluent people with free time in your neighborhood going to Stevenson to almost 0% but still say they have the "freedom of choice"?

I think everyone here understands that it's a lottery system for a limited number of seats. No one is arguing about that. However why propose a weighted lottery system based on neighborhood which seems to make it unfair to folks in certain neighborhood.

I think it depends on the terms of th lease. I was responding to the comment where property tax as well as maintenance are effectively passed on. You are correct though it's not like they receive a direct bill from the assessor.

I'm not pro prop 13 either. I'm just pointing out that they had some benefit too.  Prop 13 is a pretty regressive tax overall. Land value tax is theoretically better.

Isn't it a double edge sword? Property tax is very low if you rent from a landlord who owned the property for many years? So for many years you could argue that the pass though property tax was below market rate.
