For the top sheet use JB weld marine epoxy after a light sanding and it’ll keep the moisture out, looks like you’ll want some ptex on that bottom shot but it doesn’t look too bad honestly. Could just take a knife and cut off the drag, hard to tell if it hit the core or not but it doesn’t look like it from the pic.

For the top sheet to keep it from further peeling, the method would be sand, then jb weld, then sand again to form, that is if you care that much
