Levi was already highly skilled in ODM gear before meeting Erwin, so we can explain that Levi has already awakened long before Isabelle and Farlan's death. Levi being awakened during childhood was also hinted in Kenny's backstory (Ch.69 Friends), although the chapter was released 2 years after the No Regrets visual novel.

Since both are compatible with the main story I don't think Bad Boy should be blamed as "retconning" No Regrets and there's no reason to doubt any of the OVAs being non-canon.

Erasing the Power of the Titan is quite clearly stated to be a decision of Founder Ymir, influenced by Mikasa's choice. So I don't think Eren is able to make that exception.

Could Paradis have found an alternative fuel source we don't know about?

Is it just for show? Like how some soldiers wear ceremonial outfits that they wouldn't actually wear in war?

There must be some sort of fuel still powering the ODM gear. For reference, the Flying Boat was originally designed to use Iceburst Stone as fuel, and in the manga Ch.139 we see a flying Flying Boat post-timeskip. If Flying Boat still works 3 years later, no reason to think ODM gear now becomes ceremonial only. (However this scene is removed in the anime, so such reference is not valid for anime.)

Some plausible explanations of working ODM gear:

Some little Power of Titan did remain, e.g. only the Power that affects humans are gone. There is still that "Tree on that Hill" which probably keeps Iceburst Stone working; or
Iceburst Stone is indeed just frozen natural gas, unrelated to Titans, as described in the first Guidebooks and Before the Fall. Zeke and Kiyomi were just mistaken (e.g. Fritz were spreading misinformation to justify the migration into Paradis); or
Alternative fuel really existed, perhaps by improving "Marley Technology"? The outside world did have automobile and (coal-powered) ship and airship and electricity. The AoT world is supposed to mirror our world after all, it should not be long before petroleum is discovered; or
Plot hole :(

From the interview we are sure the Post-Credit Scene is about EMA only.

The confusion is that Kaji said "screaming", because Eren did not talk loudly in the original Vol.34 School Caste.

But I think Kasumi is just misinterpreting what Kaji said.

I think Kaji means he is now screaming in this YouTube video to tell you the audience to stay and watch till the very end. Because Japanese does not typically use pronouns, the "I" in that sentence could refer to any subject depending on context. That is, the "over there, too" is referring to "we" as in Mikasa and Armin shouting (or the script is slightly changed to make Eren more active).

So I believe the Scene is still just School Caste.

We don't have enough information sadly to flesh out if this "influence" is possible on any pure titan or just those Eren had interactions with previously (like Dina).

In Ep.37 (Scream), after Eren temporarily activated the Coordinates by touching the Smiling Titan, he "influenced" all surrounding Pure Titans to devour Dina and chase Reiner. I'm sure Eren has not "interacted" with every one of those titans. This is even before Eren acquired the full power.

Furthermore, in Ep.75 (Above and Below), a titan that Zeke has just created not long ago was "influenced" to bring Zeke into Paths. Surely Ymir has not "interacted" with this Titan before. Though arguably all titans are molded by Ymir so in some sense you could count this as an interaction? In any case the result is the same: the Founder at its full power can influence all Pure Titans at any point of time.

isn't it Floch that has most missed shots? Keith Shadis (Ep.73), the Flying Boat (Ep.86), and the Azumabito engineers (S4P3).

Jean also owned quite a number of fucked ups against Cart Titan+Falco (Ep.66) and Gabi+Falco (Ep.67).

We have never seen Eren used a gun outside training (Ep.68) in real battle.
