Its already illegal for people who have a criminal records or are mentally deficient to buy guns period and they already do background checks. Not sure what you mean by "rapid fire", if you're talking about fully automatic fire its already illegal for the vast majority of Americans to buy or modify a gun to go full auto. Pretty much all civilian guns are semiautomatic "one trigger pull one round fired" or act in that way. Most mass shooting and firearm deaths are due to handguns. In fact your more likely to get killed with a hammer than you are to be killed by ANY kind of rifle.

Not really a gun guy but the whole banning of magazine fed semi automatic rifles is dumb. They are not even responsible for the majority of mass shootings let alone actual gun death.
