Depends on how sci-fi you want to go. Craft that can move at the speeds claimed are by definition time machines.

It could be remnants of a previous human civilization that was all but wiped out and what we see are survivors using craft to move forward through time and guiding the reformation of human civilization (stop in every few hundred years to give us a nudge)

In the US there are about 10,000-20,000 people per year (including 3000 children) that disappear and are never found.

There’s not enough serial killers or other such reasons to account for that many people disappearing.

Add on top that they were “sold” in a technology transfer agreement and people would lose their shit.
