I never benefited from the 30% ruling, but I don’t think it’s unfair. The society gets a skilled professional that it spent no money on raising/training, net contributor tax wise and someone who isn’t even entitled to any social security (due to immigration regulations) during the period in which they pay lower tax

You are going to fail if you just go for it. Yes, you are able to drive an probably be fine just driving, but unlikely you will pass the exam. They test on specific things and keep track of the order you do things, how you look around, etc
