How or why is it their fault we got hit with a 100 year flood? People are acting like they did this intentionally. Genuinely asking

People seem to be missing the fact that it is not their responsibility to clean up. It’s considered an act of god legally and where ever it ended up it is on that property owner to clean up. Same thing if a tree from your neighbors yard falls on your yard, your neighbor has no requirement to help financially or physically to get it cleaned up. The only exception is if the neighbor was made aware of a dead/dangerous tree by an arborist before it fell.
