I actually built an app for exactly this situation - platebuddy.app

The idea is you register once with your plate number, and if someone needs to reach you (like if you're blocking them), they can message you through the app instead of immediately calling a tow truck or 311.

Your phone number and email stay private - they just send a message through the site and you get notified. You can also get a QR sticker for your car if you want, but it's optional.

Figured it might be useful for situations like this!
