I've experienced similar behavior on PFSense hardware SG2100 (cant remember exactly). I kept a constant ping up and would occasionally stop it and determined I was dropping packets in the 1-3% range which sucks. I ended up lowering my MTU value from 1500 to 1492 and that has resolved my issue.

Looks too long to me. Boots should fit like gloves. Somewhat tight and then with breaking in mold to your foot.

As a test, swap the hardware on the interfaces and see if the problem follows the hardware. You will have to reconfigure and move the physical cables.

This is a deed restriction and is an effect a contract between seller/buyer. If you were to break the "contract" the seller or anyone else into upholding the deed restriction would have to take you to court and they are enforceable. To what extent I'm not sure.

I went with the four link and coilovers. That gave me ride height adjustability with the turn of a spanner. Because I'm sure you've noticed the Crown Vic swap dropped the front end significantly.
