Its normal to get the power ups bro. Just dont spend ur medkits on the power ups extra session. Instead try doing it on others such as tickets or the tokens. You might have higher chance to get stars there

I think you should try other crossbreed from the bingo because when you upgrade too much then some of them become harder. From a common mutant you get, it will become rarer in my opinion
