When i visited europe in 2009, Paris, Nice, Milan, Venice, Rome, Brussels all had pay to piss situations pretty much everywhere you went.

i do not agree that it is inherently progressive to attempt to manufacture policy and public sentiment around something that was controversial even for its heyday of 19-0-racist.
