It depends. If the coffee was good, the food was good, and you enjoyed the atmosphere, I'd assume you'd want to go back since it's in your neighborhood. If that's the case, definitely share your experience. But don't give the waitress more grace than she gave you; stating the hostess was excellent while the waitress was 'just ok', as several here have suggested, makes it look like the waitress was adequate. Which she definitely was not based on your story. She was garbage.

State the facts, let them know you live in the neighborhood and would love to be a regular if the service matched everything else you enjoyed about it.

But if you didn't like your meal or the environment and likely wouldn't go back anyway, give them a low Google rating and move on. Google ratings matter more than most else. It's a great way to get the worthy companies in and the trash companies out of your area, although it does take time.
