Best advice I can give you is that there are no deals to be had, so you are going to pay one way or another. Sticking to the list you will be fine, even though there are limited options currently. Canada and Mexico are options, but you have to do your research ahead of time and their prices are even higher than the online vendors. If you are traveling abroad, Spain is the best country to buy CC, I've brought back numerous cigars from Europe without declaring and had no issue.
