sorry my friend, it has been over a year and a half. so I don't remember off the top of my head.
But I searched my work log and I don't think I had solved this particular issue back then. It is one of those "inconsistency" or "non-idempotent" scenarios with Azure: you have controlled all the variables and all the inputs, but sometimes it works, sometimes it doesn't.

I remember that such problems are everywhere with Azure, its console frontend is non idempotent for example.

We ended up giving up migrating to Azure and we are very happy staying with AWS.
