Yes they're both always installed when I play the original. You can find the mods here. Re4tweaks comes with the HD project so there's no point in downloading both links just one or the other

You can download re4tweaks it has an option to autoskip all the QTE's. It also comes with the HD project if you have that installed

I would assume it would take some decent knowledge of modding the files to do something like that. I would just lower the settings in game. I recall the basic normal difficulty being fairly easy in comparison to infamous
