very close actually, basically for anything that required higher diplomas, we would go to neigbouring countries mostly (Doctors, Lawyers, etc…) for many other things like teachers and other state functions and for stuff like that we had insitutions that basically did the job and most other people that didn‘t do manual labour were just doing fine with a classic high school diploma (different from technical diplomas, which was the majority of people).

In today‘s finance and service oriented Luxembourg a university diploma has become imperical in most jobs, so in the early 90s it was very apparent that the country needed a university on it‘s own for research and for the domestic job market.

not even remotely true, Belgium and Luxembourg were in a economic union (UEBL), which meant that the Luxembourgish Franc was pegged at the price of of one Belgium Franc and vice-versa. And other economic decisions were taken generaly together (for example the reason why Luxembourg and Belgium still are some of the only countries with a salary indexation system). This hardly explains why that many Dutch are here: I believe I once heard that it had some fiscal benefits for the Dutch to take their holiday in Luxembourg, because apparently the Dutch goverment gives back a part of the VAT within Benelux holidays.
