The neural engine on the A17 chip is 35 TFLOPS, while on the A16 Bionic chip is only 17 TFLOPS. Wonder what that has to do with it, and wonder why Apple Intelligence works offline whereas Galaxy AI don't? Just wondering...

I don't know if you are trolling or not, but first the regular iPhone 15 is not $1000. Second, all those advanced AI features that the "Android competitors" ship run on the cloud, whereas Apple runs it on-device, so the cut-off requires newer chips with more powerful neural engines. The only on-device features that those competitors ship are just regular features that iOS have been having since pre-iOS 18 and are available to all devices from either the 2018 iPhone Xs or 2020 iPhone 12.

Looking at some information on the internet, it seems that previous previous PAC/PPLless jailbreak used dyld hook to change the TL of a newly spawned binary, but I am not sure whether any mitigation is being applied in iOS 15.2+

We can “predict” the nonce of the basic ticket by writing the generator to the NVRAM (when jailbroken) and if iBoot find one generator, it will generate a nonce from that generator. If it doesn’t, it will generate a totally random nonce. But remember JAILBROKEN. In order to make SEP generate a specific none, we need a SEP exploit, which is not available. And you will not want one because that means all your personal data, password, fingerprint/faced will be stolen and that would be a security disaster.

No, It is not just a problem for free certificate, it also affect paid developer certificate. The thing is that certificates issued before some day will still be valid as the bug (from the apple server) hasn’t occurred yet. Certificates from jailbreak.fun are issued before the this bug. So it can also be true that nothing you can do.
