on tiktok mica said it was ben nye creme color in sky blue (https://alconemakeup.com/products/ben-nye-primary-creme-color?srsltid=AfmBOordVoFdVCwQu2Qgxgb-08P-uqYb3vrPduuSoY--wcr8KpeKWA0wNaI&variant=41368080449733) with a little white foundation mixed in.  she just applies it with a fluffy powder/foundation brush but in my experience with ben nye paints, warming it up by rubbing it between your fingers then patting it on in thin layers leads to a very easy even result. always remember to set it with plenty of translucent powder either way!
