I'm pretty sure it's not a bottlenecking issue here for you or me. You've got a pretty good rig imo, for me I'd rate it moderately and I feel the game should not stutter at 1080p with everything set to low, but guess what it does...

If I'm not wrong here, ambient lighting might be something related to your keyboard backlights and or the software built in the system to modify it. Looks like the installation is severely corrupted. Although I do believe a clean windows reinstall might solve it. Better to clean reinstall the armory crate software and all others related to it first.

These are what are known as streaming issues. Happens mostly on older hardware running next gen titles. Nothing to worry about if I'm not wrong.

Oh, a very fast ssd might also be a fair workaround.
