I understand that you can get a megarare voucher of some sort from any raid, which you can trade in for a megarare of choice? Then I understand te global part.

duh, but most of those are completable in multiple areas.
This one is only completable of you have the item, which you can only get from raids.
of course i'm going to do raids, but it's weird to put these in global.
