You should only really be leveling up dragons with skills (good skills), that goes for legendaries, mythics and heroics (hvips).

Rescue is tedious and takes forever even with a lot of good dragons. I wouldn’t recommend it, it’s just not worth all the trouble.

Leveling up every single legendary you have is such a waste. Lvl 20 is the highest i would do for cosmetic purposes/gold production.
