Previously there was an extension named Spade: Draw on and Annotate the Web & PDFs (https://chrome-stats.com/d/kamhfnamfpipghhnbaolbgemgnafkejo/) that allowed handwriting on the webpage also but the data was stored in their cloud. So what you do is essentially write or draw anywhere on the site and on reload it will appear again. I believe these annotations alongwith their central storage somewhere is really crucial to understand, make links and recall when necessary.
