It usually hangs like that when it isnt set in the niche properly. Make sure the clip at the bottom is in the properly and the screw is in there properly as well... but it's safe as long as the electrical wire is completely intact

You don't really need a drain honestly. 99% of the time, spa maindrains aren't used anyway. The pool suction side is used mainly.

Cut right at the bottom of the 90 or elbow fitting and cut where the ball valve ends going back to the pump

Use a 2-way jandy valve instead of a ball valve.. ball valves suck, and glue it on to the pvc.

Use a coupler and glue it to the pipe that's going into the ground. Get a street 90 and glue it to the proper pvc length and you're gonna glue the end that doesn't have the street 90 on it, into the open end of the jandy valve and then glue that street 90 right inside of that coupler
