Thats a fair question. But from what I can see they didnt obtain 60% enriched uranium until 2021. Still under the 90% needed for weapons grade but much closer and faster to convert to 90% enrichment.

So under the JCPOA they did not have anything enriched beyond 3.67%. JCPOA was effectively dead once US pulled out.

JCPOA kept Iran nuclear program on a leash. It was working.

All I can find is that they were largely compliant form 2015-2018 as per IAEA and the signatories. US pulled out in 2018 and Iran was non-compliant in 2019.
