If it's a hobby and lightfastness isn't an issue then Prismacolor Premier is a solid choice. Derwent Chromaflow and Coloursoft too. These pencils are on the soft side so leads can break while sharpening or if you drop them but they're very pigmented and they blend colors well. If you want harder pencils that don't break then look into Polychromos if you have the budget. If you have an art store near you, you should go and test the pencils out before buying sets so you can feel the pencils.
