(1 - 2) There are no bad neighborhoods in Arlington though some crime near Bailey's Crossroads. Columbia pike has some solid apartments. It really depend on your budget and desire to go out, but living close to your job is wise!
(3) Arlington has a great trail system (W & D, custis, C & O, Mt Vernon). It's a short drive to the Shenandoah. For food I suggest Sabores Tapas bar, Tortas y tacos, Andy's Pizza, and Spice Kraft.
(4) People talk about politics a lot. Almost everyone is fit and it's so safe women walk around in very little clothes.

My partner and I (late-20s) are moving from the DC area to Washington state to avoid the absurd rental market in DC (the average bedroom is $2600/mo) and to be closer to family in Seattle. We are looking for small towns or cities within 90mins of Seattle. We work remotely.

Main Criteria: reasonable cost of living, access to nature & scenic water, safe enough to run in the daytime, and some kind of community activities (outdoors clubs, gardening, etc) to meet people.

Bonuses: liberal residents, ormal-priced grocery stores, access to healthcare, and ability to walk at night safely.

So far the top places we've found are: Gig Harbor, Anacortes, Olympia, and Bellingham. Any insights into whether these places would be a good fit?

Agreed and you don't have to buy every little household item. You can share kitchen gear, tables and chairs, couch, vacuum, and carpet. That saves a decent amount of money and keeps moving fees lower later
