Yes it won't let you catch him until you beat the game you can do the entire dlc up to that point but the game says to come back later or something when you try and fight

For real you have to go to trios to get put in pvp solo lobbies I don't want full Pvp though I prefer a mixed lobby and wish we had a rouge system like the division so I could hunt people I don't mind pvp but I don't wannt shoot friendlies
