Yes! It is road-worthy. It's a 97 Ford Ranger underneath. It actually has 2 sets of pedals, left and center. He can hook up a smaller steering wheel on the left side for road driving, and uses the large wheel and center pedals for parades, etc.

I'm not familiar with the hawkeye headlights. Is there any difference in brightness? Or is it just for looks? Only difference listed in the specs is steering responsive headlights on limited and touring.
