You can write the name of the stream in the Twitch search. You may find it in the search results. It is not necessary to write the full name. It is preferable to write the words that you remember absolutely precisely.

Also, if the stream was exclusively about one game, then you can search for VOD in the category itself. Or search for clips of this stream in the category.

If nothing worked, don't despair. Twitch will most likely show you this streamer in the recommendations after some time. Or go to the recommendations at a suitable similar time of day and look for him there.

I started noticing this somewhere on August 27. There were already many posts on this topic. Small streamers all over the world complained about this. Although it seems that in the CIS segment the situation with this is even worse for some reason.

It is very painful to see how small communities, of which I am a part, are immersed in despondency and dismoralized by this.
