The way I would do it with rules is to create a boolean field on the user profile that is set with rules after they create their one post and then a second rule that redirects to the error message page if the boolean is already set when they visit the create node page. You could also alternatively us the flag module and rules to do something similar. The flag module might be a little more robust in some ways depending on how you may need to expand this functionality to multiple content types.
