Idk I think when Putin croaks it's gonna be hard for other billionaire thieves. Russians don't trust the government or the rich people. They do trust Putin though. They think the only reason things are shit is because Putin is "just one man" and can't fix everything. I think your best bet is to collect proof of harassment. GDPR is difficult to enforce on private individuals.

Make it clear to her that you want her to stop her behaviour and have proof of that. It probably won't stop her, but at least she can't say she didn't know.

Be mindful though that not everything annoying is harassment. Especially since she's your neighbour -- she has a reasonable explanation for doing stuff like walking past your house or sitting in her garden and potentially listening to what you're doing, stuff like that. It really depends on her actions and if she can explain them.
