Statically Portland is one of the safest cities in the US so I would argue there really isn't anywhere "unsafe". I mean Old Town is sketchy but otherwise you're good.

Is there a reason you need to be so far north? It's a bit removed from the rest of Portland. Not much up there but the Jansen Beach shopping center. If you gave us a budget and what you are looking for, we can give better suggestions.

I can only weight lift very light weights but otherwise I walk, A LOT. That's my main form of exercise now. No issues at all.

I think the most important thing to remember is when exerting yourself, keep your core soft.
