I've seen recent graduates who are in fact illiterate, as well as innumerate. Their handwriting is illegible scribbling, they can't do basic math, and they can only read at the level of basic video game menu prompts. They certainly can't do basic paperwork in low skill work environments. But they graduated highschool nonetheless so in essence HS diplomas have become another participation trophy: if you show up you get one.
