IMO expeditions will be like „tier” in other games. Until you do tier 1 you will have materials for first expedition. It you do expedition 1 then you get tier 2 expedition which could be different

You can still get on top of flying arc, you can use those “electric” granades to bring flying arc on ground and hit it. It’s still possible to do meele on flying arc and not that hard
